MINUTES OF THE REGULAR MEETING
OF THE HARBOR WATER P.U.D.
September 12, 2024
The regular meeting of the Harbor Water P.U.D. Board of Directors was called to
order by Chairman Dan Fraser at 4:00 pm, September 12, 2024 in the administrative
building, at 98069 W. Benham Lane Harbor, Oregon
Board Attendance was taken
President: Dan Fraser “present” Vice President: Tom Beene “present, via phone”
Board Member: Jim White “present” Board Member: Herman Bloemsma “present”
Board Member: Bill Frye “present.” Superintendent: Ken Burshem “present”
District Manager: Ami Arneson “present” Office Staff: Ariel Poston “present.”
Pledge of Allegiance was said.
No Modifications, Additions or changes to the agenda, or conflicts of interest
stated. Bloemsma made a motion to accept the agenda, White seconded, Roll Call –
All in favor.
Minutes from the previous board meeting on August 8, 2024 were reviewed.
Beene made a motion to accept the minutes, seconded by White, Roll call – All in favor.
September 2024 current bills, in the amount of $79,778.56 were presented,
discussed, and approved. Beene made a motion to accept and pay the bills, seconded
by White, Roll call - All in favor.
Items For Action:
A preliminary title search for the new South Coast / Jodel easement was handed
out and emailed to the board. Title insurance for one million dollars in coverage
is a one-time fee of $2,100.
All board members required to be on the upcoming ballot have registered with
the county.
Superintendent Report:
Burshem stated that Water Operator Jeff Nielsen received his Cross Connections
license. Bloemsma moved, seconded by White, to increase Nielsen's salary by $500 per
month. The roll call was in favor. Nielsen is going to oversee cross-connections. Nielsen
will sign the annual report, but Burshem will review it. There were five leaks recorded.
The Ranney Collector's electrical work is still unfinished. Burshem will check in again
with Stadleman Electric. The hall way tank's isolation valve cannot close. For this
reason, the next time Burshem cleans the tanks, divers will be used rather than robots.
A contractor can change the isolation valve while the tank is being cleaned. The Health
Authority's sanitary survey will take place in October of next year. Bloemsma will help
and attend the inspection with Burshem
District Manager Report:
According to Arneson, the Harbor Fire Department authorized fifty percent of the
roof estimate, plus 10% for incidentals. Civil West Engineering reached out to us
regarding a rate study. Business Oregon claims that Harbor Water's monthly charges
are too inexpensive to receive some grant money. Matt Robart will be investigating
other methods instead of raising rates. The Rice easement at 98132 Harbor Point dr
was discussed. We are waiting for Mr and Mrs Rice’s clearance before moving forward.
Arneson, asked if the board might grant Fraser the power to sign both the Jodel and the
Rice easements. White made a motion allowing Fraser to sign both Jodel and Rice
easements, seconded by Bloemsma, Roll Call – All in favor.
Matt Robart from Camas Engineering is working with FEMA on the ongoing
environmental review. The goal is to complete the no rise analysis by November to
facilitate easier permitting through FEMA. A agency coordination meeting will be held in
October or November. This will make sure everyone is on the same page and help us
to obtain the necessary permits. Robart emphasizes the importance of knowing if the
rate study is necessary for future grant applications.
Poston handed out a detailed presentation to the board for better understanding
of our current and future rates, using Business Oregon’s suggested increases.
Board Comments:
Frye will not be at the October meeting, and Robart will be available only by
phone.
