MINUTES OF THE REGULAR MEETING
OF THE HARBOR WATER P.U.D.
JANUARY 9, 2025

The regular meeting of the Harbor Water P.U.D. Board of Directors was called to
order by Vice Chairman Tom Beene at 4:00 pm, January 9, 2025, in the administrative
building, at 98069 W. Benham Lane Harbor, Oregon
Board Attendance was taken
President: Dan Fraser “absent” Vice President: Tom Beene “present”
Board Member: Jim White “present” Board Member: Herman Bloemsma “present”
Board Member: Bill Frye “absent.” Superintendent: Ken Burshem “present”
District Manager: Ami Arneson “present”
Pledge of Allegiance was said.
No Modifications, Additions or changes to the agenda, or conflicts of interest
stated. White made a motion to accept the agenda, Bloemsma seconded, Roll Call –
All in favor.
Minutes from the previous board meeting on December 12, 2024, were reviewed.
White made a motion to accept the minutes, seconded by Bloemsma, Roll call – All in
favor.
January 2025 current bills, in the amount of $51,449.67 were presented,
discussed, and approved. Bloemsma made a motion to accept and pay the bills,
seconded by White, Roll call - All in favor.

Superintendent Report:
Burshem discussed a proposal from Mark Houston, property owner on East Freeman
Lane. Houston wants to pave East Freeman Lane and requests a contribution from
Harbor Water for the project. The total cost is $37,800.00. The cost to pave the apron
in front of the tank is $1,800. This was something Burshem asked Houston to include in
the bid. This will be discussed further at the next meeting. Burshem also brought up his
concerns about the bridge support and the availability of river rock for the Ranney
collector project this summer. He is also concerned about the loss of rock behind and
around the Ranney collector.
White said possibly adding boulders and or extending the culvert to face southward
down the river to prevent further erosion and loss of land would help. Another concern
of Burshems is surface water infiltration being caused by the piling placement for the
rocks and logs around the Ranney collector. Kent Downs will be coming March 21,
2025, to conduct the State Health Authority Sanitary Survey. The chlorinator is now
functioning, but issues with the fan and thermostat remains unresolved.
District Manager Report:
Arneson reported that the Jodel easement has been recorded. The Rice
easement on Harbor Point Dr is in the property owner’s hands at this point. It just
needs to be signed notarized then recorded at the county. SDOA Board training will be
January 25, 2025, time TBA.
Board comments:
While reviewing the Camas Engineering bill, Bloemsma brought up the
importance of ensuring that all necessary work is completed and properly documented.
The board agrees to follow up with Matt at Camas engineering the concerns with the
availability of river rock, and the support under the Ranney collector bridge.
