MINUTES OF THE REGULAR MEETING
OF THE HARBOR WATER P.U.D.
March 14, 2024

The regular meeting of the Harbor Water P.U.D. Board of Directors was called to order
by Chairman Dan Fraser at 6:30pm, April 11, 2024 in the administrative building, at 98069 W.

Pledge of Allegiance was said.
No Modifications, Additions or changes to the agenda, or conflicts of interest stated.
Beene made a motion to accept the agenda, Bloemsma seconded, Roll Call – All in favor.
Minutes from the previous board meeting on March 14, 2024 were reviewed.
Bloemsma made a motion to accept the minutes, seconded by White, Roll call – All in favor.
March 2024 current bills, in the amount of $59,731.71 were presented, discussed, and
approved. Frye made a motion to accept and pay the bills, seconded by Beene, Roll call - All in
favor.
All board members inspected the garage located at 98041 W Benham Lane, Brookings
OR prior to the meeting. Concerns were expressed about improper installation of the siding.
Beene will contact Josh at House Rock Construction to discuss the matter.
Cost of living raises were discussed. Beene made a motion to give all employees a 4%
cost of living raise, seconded by White, Roll call – All in favor.
Superintendent Report, Ken Burshem report they had 2 leaks on Payne rd and Crestline
Loop. Stadleman Electric will be replacing the bathroom fan, removing the heat lamp, and
installing new smoke and carbon monoxide detectors in the rental house. He will also be
adding ductwork for better ventilation. May 1 st JT & Son’s will start the tree trimming at the
tank sites. The divers will be back April 30, 2024 to finish the Coleman tank.

District Manager Ami Arneson reported the lease for the rental house is done. We just need to
meet with the renters for all to sign. SDIS has selected Milliman, Inc., an actuarial firm, to
provide actuarial valuation services for SDIS members to comply with GASB 75 disclosure
requirements. This will be free for SDIS members. The auditor has received all documents
needed to compete the 2021-2022 audit. Ariel Poston gave an update on a new audio speaker
that would be utilized at upcoming board meetings. Additionally, one will be purchased by the
Harbor Fire Department. Both boards will benefit from clearer audio coverage of board meetings
as a result.
The following report was delivered by Camas engineer Matt Robart. Phase 1 off the
Ranney Collector project has been approved. A kick off call with Robart, OEM representative
Shannon Bryers, Burshem and Arneson will be held week ending April 21, 2024. A consultant
will need to be hired to do the environmental assessment and the archaeological survey. There
are some concerns that there may be historical sites on the riverbank.
The board talked about potentially building tiny homes for government affordable
housing on the lot behind the rental home. Robart will check into possible funding to help with
the project. Fraser will check on zoning issues with the county planning department.
Fraser reminded board members who are up for election, that they need to file June 5,
2024 – August 27, 2024.
