MINUTES OF THE REGULAR MEETING
OF THE HARBOR WATER P.U.D.
October 10, 2024
The regular meeting of the Harbor Water P.U.D. Board of Directors was called to
order by Chairman Dan Fraser at 4:00 pm, October 10, 2024, in the administrative
building, at 98069 W. Benham Lane Harbor, Oregon
Board Attendance was taken
President: Dan Fraser “present” Vice President: Tom Beene “present”
Board Member: Jim White “present” Board Member: Herman Bloemsma “present”
Board Member: Bill Frye “absent.” Superintendent: Ken Burshem “present”
District Manager: Ami Arneson “present” Office Staff: Ariel Poston “absent.”
Engineer: Matt Robart “ present via Zoom”
Pledge of Allegiance was said.
No Modifications, Additions or changes to the agenda, or conflicts of interest
stated. Beene made a motion to accept the agenda, White seconded, Roll Call – All in
favor.
Minutes from the previous board meeting on Sept 12, 2024, were reviewed.
Beene made a motion to accept the minutes, seconded by White, Roll call – All in favor.
Octobers 2024 current bills, in the amount of $51,060.50 were presented,
discussed, and approved. Beene made a motion to accept and pay the bills, seconded
by White, Roll call - All in favor.
Items For Action:
Jodel / Crown Terrace easement is now waiting for South Coast Lumbers
approval. Once approved, the easement is ready to be signed and recorded.
Superintendent Report:
Burshem reported one leak on a 2 inch line on Crown Terrace. A bid from Tank
Maintenance Solutions was presented. The first one was for the 500,000 gallon tank.
Abrasive blast and painting of the interior $128,115.00 if done in conjunction with the
Hallway 2 tank. If done at another time the price would be $136,515.00. The 700,000
gallon tank would be $141,180.00 if done in conjunction with Hallway 1 tank. Other
wise it would be $149,580.00. Burshem will work on getting 2 more bids. Burshem will
also work on getting more bids for an electrician. Beene shared a possible electrical
contact with him as well.
District Manager Report:
Arneson reported the 2022-2023 audit is complete and filed. The 2023-2024
audit will begin next February or March of 2025. Also on December 14, 2024, SDOA
will be coming to Brookings to do Committee Board of Directors training for all special
districts in the area. This will be tentatively held at 98069 W Benham Lane, from
9:00AM – 12:00PM. Once details have been finalized, Arneson will send out an email
to the board.
Engineer:
A new rate structure spreadsheet was handed out to the board. Robart
discussed the potential impact of a new water rate structure to meet Business Oregon’s
affordability rate for 7,500 gallons, set at $48.47. Concerns were raised about potential
water conservation and its impact on revenue. The board is looking at options but
wants to keep the base rate at $24.00 and increase the per-gallon rate for usage over
2000 gallons. No final decisions were made at this time. Robart will keep us updated
on the status of the floodplain analysis and the cultural resource survey.
