FEBRUARY 13, 2025
The regular meeting of the Harbor Water P.U.D. Board of Directors was called to order by Chairman Dan Fraser at 4:00 pm, February 13, 2025, in the administrative building, at 98069 W. Benham Lane Harbor, Oregon

No Modifications, Additions or changes to the agenda, or conflicts of interest stated. White made a motion to accept the agenda, Bloemsma seconded, the motion passed 5-0. Yes: Fraser, Beene, White, Bloemsma, Frye. No: None.
Minutes from the previous board meeting on January 9, 2025, were reviewed. White made a motion to accept the minutes, seconded by Bloemsma, motion passed 5-0. Yes: Fraser, Beene, White, Bloemsma, Frye. No: None.
February 2025 current bills, in the amount of $60,410.29 were presented, discussed, and approved. Bloemsma made a motion to accept and pay the bills, seconded by White, motion passed 5-0. Yes: Fraser, Beene, White, Bloemsma, Frye. No: None.

Superintendent Report:
Burshem brought up the East Freeman Lane paving request by Mark Houston. The total bid is for $37,800.00. Bloemsma made a motion that Harbor Water PUD contribute $ 3,596.83 for our portion. Seconded by Beene, the motion passed 5-0. Yes: Fraser, Beene, White, Bloemsma, Frye. No: None. Burshem completed a diagram for the repairs needed at the Hallway tank for the board members. Various options for replacing the valve were discussed. More information and careful planning for the repair processes are needed. Possibly involving divers to orchestrate the work to minimize disruptions. Burshem will follow up with contractors and divers to determine the timeline for tank work.
District Manager Report:
Arneson reported the current audit should be completed by the end of February 2025. Also, the SDOA board training will be on March 1st, 2025, at 8:30AM at the Harbor Water PUD administrative building.
Engineer:
Robart mentioned we need to set up a system for reimbursing out of pocket expenses related to the grant. He suggested we bring on an expert to handle the process. FEMA is still conducting the environmental review. Robart contacted OEM about the current federal funding freezes. He was told there are no issues with the Disaster Mitigation grants, and that Harbor Water grant wouldn’t be affected.
Board comments:
Fraser gave a reminder that all board members are required to take an Ethic class mandated by the Oregon Ethics Commission. Scheduling and availability have been challenging as of now. The board discussed the need to finalize the ordinances. They will meet at the Harbor Water PUD administration building February 20, 2025, at noon. Poston will make the required meeting postings on our website and Facebook.
