MINUTES OF THE REGULAR MEETING
OF THE HARBOR WATER P.U.D.

JULY 10, 2025

The regular meeting of the Harbor Water P.U.D. Board of Directors was called to
order by President Dan Fraser at 4:00 pm, July 10, 2025, in the administrative building,
at 98069 W. Benham Lane Harbor, Oregon

Pledge of Allegiance was said.
No Modifications, Additions or changes to the agenda, or conflicts of interest
stated. White made a motion to accept the agenda, Beene seconded, the motion
passed 4-0. Yes: Beene, White, Fraser, Frye. No: None
Minutes from the previous board meeting on June 12, 2025, were reviewed.
White made a motion to accept the minutes, seconded by Beene, the motion passed 4-0. Yes:

Beene, White, Fraser, Frye. No: None.
July 2025 current bills, in the amount of $56,245.67 were presented, discussed,
and approved. White made a motion to accept and pay the bills, seconded by Beene,
the motion passed 4-0. Yes: Beene, White, Beene, Frye. No: None.

Items For Action:
The board was presented with 2 bids on different flooring for the rental house.
Frye made a motion to approve estimate 36372 for $6,75.57 and estimate 36374 for
$9,813.80 totaling $16,489.37 from Kellum’s Floors &; More, Beene seconded, the
motion passed 5-0. Yes: Fraser, Beene, White, Frye, Bloemsma. No: None.

Superintendent Report:

Burshem raised concern for failing water meters and the loss of revenue due to
inaccurate readings. Ferguson offers cost savings through a meter trade in program.
The meters would be $481,009.74, plus installation cost $144,710.00. Total
$625,719.74 Most of Harbor Water’s meter are reaching 20 years old. This estimate is
only good till December 2025. Burshem will get another bid from Zimmer for meters
and installations, as well as a bid from a local company for the installation of meters
only. Jonny ‘s last day at Harbor Water was July 6, 2025. Burshem will draft an
advertisement for the position, and it will be posted online through various water
department publications. Burshem would prefer that the rental income and expenses
be shown separately on paper or in a different account. He believes that the general
fund is being depleted, and his repair funds are being diverted to cover the rental house
repairs.

District Manager Report:
Arneson gave an update on the rental house progress. Harbor Water has
received confirmation for the grant application to Business Oregon for a rate study.
These will be reviewed in late August 2025. The 2024-2025 audit is underway.
Arneson handed out a document from the county clerk showing that Harbor Water PUD
does own the property located at 98069 W Benham Lane, Brookings OR 97415. A
potential locksmith’s name was discussed. Burshem will change the locks in the rental
house. Arneson will call Dave Nelson and see if he is interested in changing locks at
the intake. Harbor Fire has agreed to pay half of the monthly cleaning cost, for
someone to come and clean the three bathrooms, kitchen and the main meeting room.
Harbor Water PUD will look for a cleaning company, someone impartial to Harbor Water
PUD, and Harbor Fire Department. Arneson also brought up the need for a budget.
The board asked Arneson to contact SDAO for legal requirements for a budget
committee.

Engineer:
Robart gave the following Fema grant update. We are now in the permit stage.
ODFW has a concern that there might be turtles, so Amry Corp may require a survey to
be done. Three different days, a designated biologist will survey the area for turtles.
CCD has put in a request for reimbursement for basically everything that we have
already paid, minus 10%. That is the nonfederal grant match. An extension request has
been made to FEMA for the grant. If approved, we can get bids out late winter, early
spring, and be in the water during the specified time this summer. If the FEMA grant

extension is not approved, we will still be ready when we find funds. Senators’ office
have money for projects like this. It’s possible we will be able to get funding through
them. Burshem brought up the fact that local rock quarries do not have the rock
stockpiled for such a project. Once FEMA approves, we can get a contractor to start
buying rocks.

Public comments:
Mike Strohecker located at 99367 Winchuck River Road, was in attendance. He
had purchased the Winchuck property and was not told that there was a leak. Arneson
gave him documents stating that the previous owner and her power of attorney were
both aware of the leak. Strohecker will follow up with Skip Watwood the realtor who
handled the sale of the property. A new procedure for temporary water service will be
implemented.
Board comments:
Fraser would like a meeting with Harbor Fire Department board chair Amy
Cusumano to discuss a need for a clear agreement regarding the halls’ use and
maintenance. Other concerns are Harbor Fires employees’ children playing in the
parking lot during Harbor Water PUD operation hours. The board asked Burshem if he
needs to hire summer help now that Jonny is gone. Burshem will inquire about
temporary help through Cardinal Services and report back at the next board meeting.
