The regular meeting of the Harbor Water P.U.D. Board of Directors was called to order by Vice President Tom Beene at 4:20 pm, June 12, 2025, in the administrative building, at 98069 W. Benham Lane Harbor, Oregon

Minutes from the previous board meeting on May 21, 2025, were reviewed. White made a motion to accept the minutes, seconded by Bloemsma, the motion passed 3-0. Yes: Beene, White, Bloemsma. No: None.
June 2025 current bills, in the amount of $80,966.66 were presented, discussed, and approved. White made a motion to accept and pay the bills, seconded by Bloemsma, the motion passed 3-0. Yes: Beene, White, Bloemsma. No: None.
Items For Action:
This is the third and last title-only meeting for the ordinances, 2025.01. June 12, 2025, marked the adoption of the new ordinances. White made a motion, to accept and approve the proposed ordinances 2025.01, Bloesmsa seconded it. Roll call: Bloesmsa: Yes, White: Yes, Beene: Yes, No: None. Motion passed.
Superintendent Report:
Burshem spoke about the 750,000 gallon Hallway tank that is leaking approximately a gallon per minute. The leak is suspected to be in the overflow pipe. Options for repair are patching, epoxy coating or potentially replacing the tank. Bloemsma made a motion to have Burshem contact the tank repair firm, to have just this one tank repaired, seconded by White, the motion passed 3-0. Yes: Beene, White, Bloemsma. No: None. Significant water leaks have been reported on several customer accounts. Jeff Nielsen suggested a plan for the rental home's future occupants. Perhaps we ought to investigate signing a deal with the Coast Guard for a future tenant.
District Manager Report:
Given by Poston for Arneson, Painters will begin the rental house June 16th or 17th. Kellum’s flooring will be by next week to measure and give us a bid for replacing the carpet with laminated flooring. Shoreline construction has given an estimate to replace the broken window in the rental for $2,000. The rate study grant paperwork has been finished; we are just waiting for OAWU to send the bid for the rate study work. Grant applications for the rate study will not be looked at until mid-August. Sam.gov has been renewed for the year. The Harbor Fire Department has paid their share of the roof repair.
Engineer:
The FEMA grant is nearing its expiration date in February 2026. The state of Oregon is working on a extension request, citing FEMA’s delay in the environmental review. A reimbursement request for $294,000.00 has been submitted.
Board comments:
The boards decision is to go with Brookings Glass’s quote for $9,251.00 for all the windows to be replaced in the rental building. Shorelines request for $2,000.00 was just for one window. Bloemsma made a motion to accept Brookings Glass quote for $9,251.00 to replace the windows, seconded by White, the motion passed 3-0. Yes: Beene, White, Bloemsma. No: None.
