MINUTES OF THE REGULAR MEETING
OF THE HARBOR WATER PUD
March 12, 2026

The regular meeting of the Harbor Water P.U.D. Board of Directors was called to order by President Dan Fraser at 4:00 pm, March 12, 2026, in the administrative building, at 98069 W. Benham Lane, Harbor, Oregon

Pledge of Allegiance was said.
No modification, addition or change to the agenda, or conflicts of interest was made. Beene made a motion to accept the agenda, Frye seconded, the motion passed 4-0. Yes: Frye, White, Beene, Fraser. No: None Minutes from the previous board meeting on February 12, 2026, were reviewed. Frye noted that Bloemsma showed as present at the last meeting, he was not, and the date is wrong on the agenda. After those corrections, he made a motion to accept the minutes with corrections, seconded by Beene, the motion passed 4-0. Yes: Frye, White, Beene, Fraser. No:
None.


March 2026 current bills, in the amount of $66,747.09 were presented, discussed, and approved. Beene made a motion to accept and pay the bills, seconded by Frye, the motion passed 4-0. Yes: Frye, White, Beene, Fraser. No: None.

Superintendent Report:
Burshem reported the Hallway tank is painted but not completed. They installed three service lines, 2 on Oceanview Dr, and one on Cedar. Crown Terrace 2 has a new roof; and the Chlorinator pump is up and running. Concerns were raised about the water level changes affecting the project design, particularly regarding the planned rock structure and water flow patterns.

 

District Manager Report:

Arneson reported Harbor Water PUD has received $301,567.10 in fema reimbursement. Fema deposited in through ACH into the security account. The board said to leave it in that account for now. Dessa from RCAC wanted to know if Harbor Water PUD wanted to also complete an Asset Management Plan. This would assess our inventory, the condition, remaining life and estimated replacement cost of said inventory. The board does want this done before the Rate Study.

Public comments:
John Thomas from Ferguson Waterworks, gave a demonstration of the Sensus meters. Thomas explained the differences between various water meter technologies, highlighting that electromagnetic meters provide real-time data without moving parts. He described how their system can track water usage down to the gallon level and automatically flag potential leaks, with the ability to change meter settings remotely through radio towers. Harbor also discussed their process for identifying and addressing water leaks, including seasonal adjustments based on historical data patterns, and mentioned that approximately 1,400 meters still need to be swapped out with new radios.

 

The board tabled making any decisions at this time on the meters. The board discussed a water line extension request from Don Kirk for his property in Sherwood Lane. Beene made a motion to approve the 8-inch extension with the condition that engineered plans must be submitted before work begins, Frye seconded, the motion passed 4-0. Yes: Frye, White, Beene, Fraser. No: None. Beene made a motion for Fraser to sign the ODOT access permit for Don Kirk, Frye seconded, the motion passed 4-0. Yes: Frye, White, Beene, Fraser No: None
 

Board comments:
Fraser discussed PAC Choice's decision not to operate a wastewater treatment plant, which will impact revenue and processing capabilities. The port is exploring options to redirect grant money and potentially lease the dock space for a new processing facility. Fraser also mentioned that recreational salmon season opens on the 15th, potentially extending through August.
